Some comments:
Registration of the draftee was done by Regiment
In 1838 he was present at the incorparation of the class 1838 for the canton #6 (probably at Lootenhulle)
He didn't receive a low number, and wasn't obliged to do service; but replaced probably someone
He served 6 years from 03 March 1840 until 02 March 1846
The document was made in two copies.
The first for the Regiment (with the signature of the discharged): destroyed after probably 30 years
The second for the discharged, who must present the document to have a free voyage to his residence He could travel from the 1st until the 2nd March with this document.

                                          12e Régiment d'infanterie (No Mlle 9905)

         En vertu d'une autorisation du Ministère de la Guerre, en date du 28 février 1846
2e division [...] No 122, le soussigné Lacoste Colonel commandant le dit Régiment
accorde, par le présent, congé définif au nommé Declercq Bruno
fils de Pierre Joseph et de Decuyper Thérèse, né le 24 Décembre 1819
à Lootenhulle province de la Flandre Orientale; ayant actuellement la taille d' un mètre
six cent dix millimètres, visage long front élevé yeux bleux
nez ordinaire bouche ordinaire menton rond cheveux bruns sourcils bruns
signes particuliers Néant et ce, à raison de Expiration de Service.
   Le susnommé Declercq Bruno / Célibataire a servi en dernier lieu
en qualité de Soldat et a reçu le Certificat de bonne conduite.

RELATION DE SERVICE, ... NES BLESSURES ET ACTIONS D'EC...

Le 18 Juillet 1838: incorporé comme milicien de la levée de 1838,
Province de la Flandre Orientale, Canton de milice No 6
Commune de Lootenhulle sous le No 24 (réserve)
Le 3 mars 1840 mis en activité.

   Il a été décompté avec le susnommé conformément aux règlements: la valeur de ses /
                                               / effets a été portée à son avoir, et il lui
a été payé la somme de onze francs vingt centimes
qu'il déclare avoir recue.
   Toutes les autorités civiles et militaires sont invitées à laisser passer pour se rendre
dans ses foyers, le susdit Declercq
et à lui donner aide et protection en cas de besoin.

                                 Fait à Bruxelles le 1ier Mars 1846
                                 Le commandant du susdit Régiment

By virtue of an authorization of the Ministry of War from the date of February 28 1846
2nd Division  [...] Number 122 the undersigned Colonel
Lacoste, Commander of the stated regiment grants by this document, final
discharge to the named Bruno DeClercq, son of Pierre Joseph and of
Therese DeCuyper, born December 24th 1819 at Lootenhulle province of
Eastern Flanders, having at  the present time the height of 1600 mms., a
long face with a raised forehead, blue eyes, an ordinary nose,an
ordinary mouth, a rounded chin, brown hair, brown eyebrows and no
particular features, and this due to the completion of his service.
The above named Bruno DeClercq / Bachelor served at
his last post as a Soldier and received the Certificate of Good Conduct.

Province east-Flanders, Draft canton #6
Municipality with the # 24 (reserve)
03 March 1840: in active service

   The accounts of the above named are settled following the isntructions: the value of his belongings
has been calculated and the sum of eleven francs 20 centimes are paid to him;
he declares that he has recieved this sum.

   All civil and military authorities are invited to let pass, in order to go to his residence,
the named Declercq
and to give him help and protection if needed.
                                 Done at Brussels, 1st march 1846
