State

The county government oversees items that pertain to the interest of all county residents. This includes the county courts, keeping of all official county records such as vital records, land, taxes and etc., maintenance of county roads, social services and sheriffs department to name a few of the things they handle. They are the governing level one step down from the state and provide services all people in the county use. The state mandates by law the basic services they must provide.Townships
The next largest area designation, within a county, is townships, also commonly referred to as towns. These townships are less populated and cover large areas of the county. They oversee the functions within their own township, such as town roads, building permits, land use with in their town, fire protection and items related only to their town. Because of the larger area the services they must provide by state law are less.Villages and cities
Within the outer boundaries of a township there are villages and cities. Villages and cities only govern within their limits and are not controlled by the township, which may surround them. What determines a township (town), village or city is determined by state law and is based on the density of population and the area involved. The state laws also controls what services each must provide for their size governmental unit and what they have control over. In fact, villages and cities are allowed to annex land from the towns in order to expand their area.Unincorporated areas
There are also, within the townships unincorporated areas. These are areas that have a name, which may be a family, or Indian name; the name given to the school for the area or descriptive names like Brookside or Four Corners. They have or had at one time, a concentration of businesses, schools, churches and or homes to be a small community. They, however, never grew large enough to qualify as a village or city. They have no government function, but appear in many early records, obituaries, and newspaper articles.
